\u00d3scar Salazar es Managing Director en la unidad de Fondos Europeos en Euro-Funding, donde lidera un equipo multidisciplinar de m\u00e1s de 30 profesionales internacionales, incluido el equipo de la oficina de Bruselas. Con casi tres d\u00e9cadas de trayectoria profesional, ha desarrollado una s\u00f3lida carrera en la gesti\u00f3n de fondos europeos, la coordinaci\u00f3n de proyectos de I+D+i y la evaluaci\u00f3n externa de programas internacionales de innovaci\u00f3n. Antes de su actual responsabilidad, desempe\u00f1\u00f3 roles como Technical Manager y Senior Project Manager en Euro-Funding, adem\u00e1s de haber trabajado como gestor de proyectos en organismos como el Ministerio de Ciencia e Innovaci\u00f3n, el CSIC, y como evaluador externo en iniciativas europeas de financiaci\u00f3n. Asimismo \u00d3scar aporta una s\u00f3lida experiencia en investigaci\u00f3n b\u00e1sica y desarrollo en compa\u00f1\u00edas de referencia en biotecnolog\u00eda, desarrollo de f\u00e1rmacos, y diagn\u00f3stico molecular como MSD, Gen\u00f3mica-Pharmamar y Biotools, Su formaci\u00f3n acad\u00e9mica integra un Executive MBA por EAE Business School y la Universidad de Barcelona, un posgrado en European Research Management por la Universidad Polit\u00e9cnica de Madrid, un doctorado y m\u00e1ster en Biolog\u00eda Molecular y Bioqu\u00edmica por la Universidad Aut\u00f3noma de Madrid, donde tambi\u00e9n obtuvo su licenciatura. The Multiannual Financial Framework (MFF) is the long-term budget of the European Union (EU)<\/a>, which sets spending limits for different policy areas over a given period, usually seven years. Currently, the current MFF runs from 2021 to 2027 and discussions for the next period 2028-2034 are already underway.<\/p>

Although the MFF for the period 2028-2034 has not yet been formally adopted, discussions and proposals have already started. The European Commission<\/a> has proposed expanding the European budget to address new priorities such as competitiveness, green transition and defence, as well as ensuring the reimbursement of the post-COVID recovery plan without sacrificing important areas. This proposal includes a structural reform that would transform cohesion and agriculture funds into a single plan per country, subject to policy reforms and targets.<\/p>

For its part, Spain has proposed a permanent doubling of the EU budget, increasing it to 2 per cent of GDP per year from the current 1 per cent. This request is motivated by the need for joint investment in the ecological and digital transitions to maintain global competitiveness, as well as in defence to deter Russia and meet US demands.<\/p>

Importantly, the adoption of the MFF requires the unanimity of all 27 member states and the consent of the European Parliament. Negotiations are often complex, as each country defends its national interests. Discussions on the MFF 2028-2034 are expected to intensify in the coming years, with the aim of reaching an agreement before the end of 2027.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The European Commission, under the leadership of Ursula von der Leyen, has proposed a significant structural reform for the next MFF. This reform seeks to merge more than 500 current funds, including cohesion and agriculture, into a single country plan. This approach aims to simplify management and link disbursements to the implementation of reforms and the achievement of specific objectives. However, this proposal has generated debate, as some regions fear losing autonomy and believe it could dilute cohesion policy, which is key to reducing economic disparities in Europe.<\/p>
