Óscar Salazar es Managing Director en la unidad de Fondos Europeos en Euro-Funding, donde lidera un equipo multidisciplinar de más de 30 profesionales internacionales, incluido el equipo de la oficina de Bruselas. Con casi tres décadas de trayectoria profesional, ha desarrollado una sólida carrera en la gestión de fondos europeos, la coordinación de proyectos de I+D+i y la evaluación externa de programas internacionales de innovación. Antes de su actual responsabilidad, desempeñó roles como Technical Manager y Senior Project Manager en Euro-Funding, además de haber trabajado como gestor de proyectos en organismos como el Ministerio de Ciencia e Innovación, el CSIC, y como evaluador externo en iniciativas europeas de financiación. Asimismo Óscar aporta una sólida experiencia en investigación básica y desarrollo en compañías de referencia en biotecnología, desarrollo de fármacos, y diagnóstico molecular como MSD, Genómica-Pharmamar y Biotools, Su formación académica integra un Executive MBA por EAE Business School y la Universidad de Barcelona, un posgrado en European Research Management por la Universidad Politécnica de Madrid, un doctorado y máster en Biología Molecular y Bioquímica por la Universidad Autónoma de Madrid, donde también obtuvo su licenciatura. Este recorrido le ha permitido consolidar un perfil que combina la excelencia científica con la visión estratégica en financiación y gestión de proyectos europeos, contribuyendo al crecimiento y posicionamiento internacional de empresas, universidades y centros de investigación.
OVERVIEW OF EUROPEAN FUNDING OPPORTUNITIES FOR R&D&I
In a world where environmental awareness and the need to address the challenges of climate change are on the rise, environmental technology plays a critical role in driving sustainable solutions. Environmental challenges, such as climate change and biodiversity loss, require innovative solutions backed by solid funding.
We are at a crucial moment in the fight against environmental challenges: despite significant European Union efforts, international cooperation is needed to limit the global temperature increase by 1.5°C. The European Union accounts for only 7% of global emissions and less than 5% of methane emissions, so global agreements are essential. With a strong focus on science and collaboration, researchers, entrepreneurs, and innovation professionals have the possibility to access financial resources to develop solutions to address the most urgent challenges.
Europe has positioned itself as a leader in promoting environmental projects, offering various funding initiatives to boost innovation and sustainability.
A key player in funding environmental projects is the Horizon Europe framework programme. This programme, which runs from 2021 to 2027, aims to support research and innovation in various fields, including environmental technology. Horizon Europe has three main pillars:
– Pillar 1, ”Excellent Science”, provides support for fundamental research that drives knowledge in areas such as clean energy, resource conservation and biodiversity.
– Pillar 2, ”Global Challenges and Industrial Competitiveness”, funds projects that address major environmental and societal challenges on a large scale, while promoting competitiveness and industrial transformation, including Digital, Industry & Space, Climate, Energy and Mobility, and Food, Bioeconomy, Natural Resources, Agriculture & Environment.
– Finally, Pillar 3, ‘Open Innovation’, fosters collaboration between companies, researchers and public bodies to accelerate the uptake of environmental technologies, highlighting the EIC Accelerator programme, thar offers support to start-ups and SMEs that have an innovative, game changing product, service or business model, creating new markets or disrupt existing ones in Europe and even worldwide. This instrument is devoted to SMEs that have the ambition and commitment to scale up, and are looking for substantial funding, but the risks involved are too high for private investors alone to invest.
In addition to this programme, there are other key funding programmes that support research and innovation in environmental technology in Europe.
One of these is the LIFE programme, focusing on projects that promote nature conservation, energy efficiency and environmental protection in general. LIFE funds pilot projects up to large-scale demonstration projects, providing support to both public and private organisations. In addition, the programme provides technical support and advice to maximise the impact of funded projects.
Another relevant programme is the Innovation Fund, which provides financial support to large flagship market deployment projects that contribute to the reduction of greenhouse gas emissions. This fund seeks to promote clean and sustainable technologies, including renewable energy, energy storage, carbon capture and storage, and energy efficiency in EU Member States, Iceland and Norway. Spain has managed to secure a prominent place in the number of projects funded to date, along with Sweden and France.
Finally, the EUROSTARS programme is the largest international funding programme for SMEs wishing to collaborate on R&D projects that create innovative products, processes or services for commercialisation by participating in consortium of at least two partners from the EUREKA network participating countries.
